BUD Fund

Support for eligible Hong Kong enterprises developing covered target markets.

The BUD Fund supports eligible non-listed Hong Kong enterprises undertaking branding, upgrading, restructuring and sales-promotion projects connected to covered markets.

  • Government support is generally provided on a 1:3 matching basis, up to 25% of recognised project expenditure.
  • Easy BUD has a funding ceiling of HK$150,000 per application from 15 June 2026.
  • General BUD applications have a funding ceiling of HK$800,000 per application.
  • The cumulative BUD ceiling is HK$7 million per enterprise.
  • The geographical scope covers 48 economies from 15 June 2026.
  • The SME Export Marketing Fund was consolidated into BUD on 1 July 2026; exhibitions and export-marketing activities are now addressed through the BUD framework.

Digital Transformation Support Pilot Programme

Matching support for approved ready-to-use digital solutions.

DTSPP has supported eligible SMEs adopting approved ready-to-use solutions on a 1:1 matching basis. Programme availability, target sectors, approved solutions and provider status must be checked directly with Cyberport.

  • The programme model uses approved ready-to-use solutions rather than bespoke consulting projects.
  • Funding support has operated on a 1:1 matching basis.
  • Subscription-based solutions may have a support period of up to two years under the published programme framework.
  • Current application windows, sectors, solution categories and provider listings must be confirmed on the official portal.

Approved repeatable digital products where the solution, provider, sector and application window match the published programme requirements.

Pilot Subsidy Scheme for Third-party Logistics Service Providers

Technology adoption for eligible Hong Kong third-party logistics operators.

A specialist scheme supporting eligible non-listed 3PL enterprises adopting technology that improves productivity, efficiency or environmental performance.

  • Support may cover up to two-thirds of recognised project cost.
  • The cumulative subsidy ceiling is HK$2 million per applicant enterprise.
  • An enterprise may receive support for up to four approved projects under the published scheme framework.
  • Eligible technology areas can include software, automation, AI, IoT and supply-chain solutions.
  • FILAS was launched under the scheme in June 2026 for eligible logistics-data-platform onboarding solutions; its White List and application guidance should be checked separately.

Warehouse, shipment, exception, customer-portal, data, automation and AI systems for genuine third-party logistics operators.

This route is industry-specific. The applicant must satisfy the official 3PL eligibility, project relevance and documentation requirements.

Export-marketing update

The SME Export Marketing Fund was consolidated into the BUD Fund on 1 July 2026. Enterprises considering exhibitions or export-marketing activities should review the current BUD and Easy BUD guidance rather than treating EMF as a separate new application route.
